Heifang Tai is located in Yanpan Gorge town, Yongjing County, Linxia Hui Autonomous Prefecture, Gansu Province. In the early 1960s, when the state built Liujia Gorge, Yanpan Gorge and Bafanxia reservoirs, the immigrants from the reservoir areas were settled in Heitai and Fangtai (collectively called "Heifang Taiwan"). Black Taiwan, a "dry Taiwan" since ancient times, has always been in a stable state. However, since the immigrants moved here from the reservoir area, due to a large amount of water to irrigate farmland, black Taiwan has suffered more than 140 landslides, which have resulted in 41 deaths and more than 100 injuries, and accumulated direct economic losses of more than 400 million yuan. In recent years, landslides in Hefangtai have become more frequent, occurring almost every year and causing serious harm. The academic circles of geological disaster have called Heifangtai "Loess Landslide test site in China".

In 2013, the National Development and Reform Commission approved special funds to support and promote the comprehensive treatment of geological disasters in the reservoir area, including the relocation and avoidance project, the agricultural water-saving project in the irrigated area and the geological disaster prevention and control project, which is currently under implementation. In order to guarantee the effective implementation of the project, cure black geological disasters, professor Meng Xingmin lead the Atlantic geological disasters research team through a lot of field investigation, research, and the field test and numerical simulation, the mechanism of landslide disaster, the black induced mechanism and monitoring and early warning and so on has carried out in-depth study, a series of research results. Therefore, Meng Xingmin pointed out in his proposal that the root cause of the landslide disaster in Hefangtai was farmland irrigation, especially flood irrigation. If the flood does not stop, even if a huge amount of money is invested in project governance, it is also a temporary solution to the root cause. He suggested that the geological disaster to effect a radical cure, must start with a "blowout" as the breakthrough point, combining engineering measures, tableland is not yet the construction of water-saving agriculture facilities in Taiwan area resolutely stop irrigation, potential water dew point, and make use of natural spring water form the discharge of groundwater, which protect the underground water level is lower, the effective ways to prevent further induce geological disasters. At the same time, it is suggested that the government use the special fund for geological disaster management to subsidize local farmers to develop animal husbandry with low water demand and to support industrial upgrading, which can not only greatly increase farmers' income, but also gradually reduce and ultimately completely eliminate the hazards and threats of geological disasters.
